The aspects that are evaluated include relevance, effectiveness, efficiency, output, outcome, impact, sustainability and governance (which cover 3 aspects: governance, administration, and management). The evaluations cover multiple levels of intervention of TFCA-Sumatera, from the implementation on program level (national), to landscape and tapak level (local grantees), with emphasis on the conservation impact and sustainability at the tapak level, also the internal and external governance in each TFCA-Sumatra coordination chain program.
This study was accomplished by using a qualitative approach through in-depth interviews with 146 informants who represented every stakeholder in the TFCA-Sumatra program. Field observations were performed on 14 grantee programs (including two regional facilitators) in five landscapes (Leuser Ecosystem, Seulawah-Ulumasen Area, Kerinci Seblat National Park, South Bukit Barisan National Park, and Way Kambas National Park). The evaluation also refers to the facts/findings accomplished by previous evaluation reports. Studies conducted at the tapak level were used as a proxy to evaluate the implementation and governance of TFCA-Sumatra at the administration level, in such a way that the recommendations provided in this report emphasize steps need to be taken by the Administrator for future improvements.
