Promoting the Implementation of Swakelola Tipe III
Presidential Decree No. 16/2018 on Public Procurement (Pengadaan Barang/Jasa Pemerintah) provides opportunities for partnership between government agencies and civil society organizations through the scheme of “swakelola tipe III” or self-management procurement type III. This regulation, that reflects new paradigm in development, is expected to encourage CSOs to taking part in development process and in the same time improving their capacities. CSOs, in this way, can be co-creators who actively participate in improving the quality of public services and government programs.
The revision of the Presidential Decree that accommodates the need for the collaboration between governments and CSOs was promoted by National Public Procurement Agency (LKPP) with the support of Knowledge Sector Initiative (KSI) and its partners, namely AKATIGA, Indonesian Centre for Law and Policy Studies (PSHK) and ELSAM. After it is published, KSI, AKATIGA, and LKPP have been working to socialize and promote the implementation of self-management procurement type III. The effort is carried out through a series of socialization and production and dissemination of this video and handbook.
