    GOVERNMENT AND NGO COLLABORATION FOR DEVELOPMENT INNOVATION

WHAT IS SWAKELOLA TIPE III?

Swakelola Tipe III is a form of paradigm shift in Government – Community relations, from the community as mere beneficiary objects, to the community as active subjects who can provide services collaboratively with the Government. Communities can become co-creators who actively participate in improving the quality of public services and development.

This Type III Swakelola is an effort to accommodate and synergize between the Government’s needs in improving service quality and the competitive advantage of Ormas which have been proven to be able to provide good quality public services.

PROMOTING THE IMPLEMENTATION OF TYPE III SELF-MANAGEMENT

Presidential Regulation (Perpres) number 16 of 2018 concerning Government Procurement of Goods/Services (PBJ) supports partnerships between the Government and the community in the form of Type III Swakelola, namely Swakelola with Community Organizations (Ormas). This new paradigm in development can support CSOs in getting the opportunity to be involved in the development process as well as strengthening their capacity and empowerment. Community Organizations, thus, can become co-creators who actively participate in improving the quality of public services and government programs.

The rule regarding Type III In-House Management in this new Presidential Regulation was pushed by the Government Goods/Services Procurement Policy Institute (LKPP) with the support of the Knowledge Sector Initiative (KSI) and its partners, namely AKATIGA, Center for Law and Policy Studies (PSHK), and ELSAM. After the new Perpres was passed, KSI and AKATIGA returned to work with LKPP to encourage the implementation of Type III Swakelola. This effort is carried out through a series of socialization activities, and one of them is through the dissemination of videos and this pocket book.

TYPE III SWAKELOLA POCKET BOOK

To understand more about the Type III Swakelola, AKATIGA with the support of KSI, has created and published a Pocket Book on Type III Swakelola. This pocket book is a combination of contextual explanations about the importance of CSO involvement in Type III In-House Management, as a form of collaboration between the Government and Ormas, and technical information about how Ormas can be involved in Type III In-House Management, and how budget users can use Type III In-House Management.

LINKLSM.ID DATABASE DEVELOPMENT FOR TYPE III SWAKELOLA

With the support of KSI in 2021, AKATIGA together with the NGO Council, Seknas Fitra and Yasmib Sulsel agreed to form the LinkLSM Consortium to build a database of Indonesian NGOs that meet the requirements for implementing Type III Swakelola and also encourage the Consortium to become a source of Type III Swakelola information for the wider public. The platform developed is LinkLSM.id.

As its basic function, the LinkLSM.id Database can be used as a reference for the government in the process of selecting NGOs that can carry out Type III In-House Management. In the future, this database can develop into a marketplace platform that can help NGOs in Indonesia connect and collaborate with other sources of support from foreign and domestic donors, other NGOs, companies and the public at large. So that it can produce outcomes in the form of a supporting environment for NGO sustainability in Indonesia.
